restructure ruby1.8 packages

I've notified by Akira Yamada, ruby1.8 maintainer, that new ruby1.8 package (1.8.2-3) will be uploaded soon. He restructure library packages more simple.

Maybe, I need to update ruby-defaults to follow this new packaging.
