At the hacklab in HUT/debconf5, I fixed recent bugs of hotplug.

Bug#308989. fix typo. trivial fixes.

Bug#316778. fix static module list. At -22, fixing Bug#301533 introduced this bug, that is, no comma used in $usbmodules, so that debconf treats it as very long single value.

Bug#311901. add vi.po. Got

I can't know it's ok or not. It is long time since I use hotplug CVS repository on alioth, I missed to add vi.po in -23, so I upload -24 to add vi.po.
